As the principal carer for a horse/horses it is your responsibility, your duty of care, to provide them with an environment where they can thrive physically and emotionally, mentally and spiritually.

Your horses needs should be a prioroity over  your "wants" - horses need  the option to seek shelter from the elements and have a setting they feel safe to deeply rest in. This means a shelter with a back on it that they have access to 24/7. They also need to feel safe enough to lie down and rest. 
Make sure they have access to soft dry ground and the option to walk in and our of their shelter as they choose. Rugging horses is best done only for the horse's comfort.
